As a recent contractor working for KBR overseas in IRAQ. Our contract ended November 6, 2011. We were rushed into meetings sponsored by Human Resources at our base in Talil, Iraq.
At the meetings we were, hearded together in groups given hastily thrown together paperwork stating our contracts were terminated and told we would be leaving on the next available flight to Dubai. These meetings were supervised by Jessica Jeffery Human Resources Director.
We were told that we would receive all accrued time and vacation pay (80 hours). Imagine my suprise after receiving my paycheck today to learn that I was shorted two weeks pay and will not receive my vacation pay even though I have an email from HR stating I will receive it. We were only paid for 72 hours. All vacations scheduled after October 1, 2011 were cancelled. We were told that due to our positions being mission essential we would not be allowed to take them.
We were assured we would be paid for time accrued (80 hours).
And then learning that KBR who is based in Houston Texas is not KBR. They do business as SEII a company based overseas who has no lability in the United States to pay us.
Some might say why complain you were making more money than the average American. That is true, but unlike the average American we came overseas to work due to the economic strife in out country and lack of jobs.
In addition we risked our lives, saw people killed and injured. Endured harsh working conditions, bomb and missle strikes, and seperation from our families.
With this being said we deserve to be compensated and not cheated. Especially since the United States Government had already paid KBR for our services.

Working for KBR
Sigh.
You might make some headway with the contracting officer assigned to handle the contract/task order you were working under if you have active contact information for them.
There's really no logical reason for KBR to withhold payment - other than maybe incompetence on the part of whoever processes payroll.
For visitors: SEII is an off-shore subsidiary with no standing in the US. KBR has used SEII in the past to avoid paying Defense Base Act claims - which doesn't make any sense since claims/premiums are reimbursed as a contract requirement. Even the expense of the employee above is reimbursed as LOGCAP III is a cost-plus contract. KBR makes money no matter what.
Ms Sparky has written quite a bit about KBR. If you haven't read her blog, it's very informative, especially the comment threads where other contractors share their own experiences.
