WASHINGTON (CNN) — A new poll suggests that George W. Bush is the most unpopular president in modern American history.

A CNN/Opinion Research Corporation survey released Thursday indicates that 71 percent of the American public disapprove of how Bush his handling his job as president.

"No president has ever had a higher disapproval rating in any CNN or Gallup poll; in fact, this is the first time that any president's disapproval rating has cracked the 70 percent mark," said CNN Polling Director Keating Holland.

GOP's bill breaks with Bush on oil stockpiles

Hutchison noted that the administration plans to add 13 million barrels to the reserve between August and December.

Freezing that effort, Hutchison said, "would send a signal to the commodities markets and the hedgers in the commodities markets that we're going to do something, that we're going to take a stand to try to keep these prices from going any higher."

Asked why Republicans have been unable to persuade Bush, a one-time Texas oilman, to stop filling the reserve, Sen. John Cornyn, R-Texas, said, "He's got his own view of things."

Blocking the White House from adding oil to the petroleum reserve is one area where Republican and Democratic lawmakers may find common ground.

House Speaker Nancy Pelosi, D-Calif., pointed to expert testimony suggesting halting deliveries to the reserve could shave 5 cents per gallon off the cost of gasoline.
